School of Law

I.  History and Development

Founded in 1993, the School of Law has one undergraduate program in law and eight graduate professional master’s programs. The speciality in law is a national first-class specialityin undergraduate education. At present, the school has four departments and seven specialized centres including:

·         The Department of Theoretical Law

·         The Department of Civil and Commercial Law

·         The Department of Criminal Law and Procedural Law

·         The Department of Economic Law and International Law (the Training Centre

·         The Innovation and Entrepreneurship Centre

·         The Disciplinary Research and Development Centre

·         The Education Centre for Master of Laws

·         The Cultivation and Construction Centre for Legal Think Tanks

·         The International Education Centre for Law

·         The Centre for the Study of Legal Culture

·         The Centre for the Study of Law and Public Policy

 

II. Faculty and Students

As of December 2022, there were 641 undergraduate students (to be conferred Bachelor of Law) and 452 graduate students (to be conferred Master’s of Law and Juris Masters). The students come from nineteen provinces, autonomous regions and municipalities.

The School of Law now has 52faculty members. Among them, 45have doctorates; 10 are full professors; and 11 have overseas academic experience. In addition, 1 teacher has been granted special allowance from the State Council. There are 32 teachers with professional experience such as lawyers and judges. At the same time, the School also employs experts from Provincial and Municipal Legal Affairs Departments, such as Public Security Bureaus, Procuratorates, Courts, and other judiciary authorities. The School of Law also acts as mentors for training in these authorities or directly participates in teaching.

 

III. Degree Programs

The undergraduate program is four years long, and has a requirement of 159 credits. The main modules include Overview of Xi Jinping Thought on the Rule of Law, Jurisprudence, Constitutional Law, Civil Law and Criminal Law.

IV. Academic Research

Over the past five years, the School of Law has made a series of landmark achievements. The faculty members have undertaken 41 national and ministerial research projects and over 70 provincial projects. They have won 55 provincial and ministerial awards for scientific research achievements, including 8 “Liaoning Provincial Philosophy and Social Science Achievement Awards”. 35high-level papers have been published in Chinese Social Science Citation Index (CSSCI) and Peking University Chinese Core Journals.

The School of Law has established the Liaoning Education and Rule of Law Research Centre as a scientific research platform. At the same time, it serves as secretariat for the following law societies:

·         The Liaoning Legal Education Research Institute

·         The Liaoning Architectural Law Research Institute

·         The Shenyang Civil and Commercial Law Research Institute

 

V.  International Exchange and Cooperation

    The school has a strong tradition of international academic exchanges. In 2022, the School of Law signed an international cooperation and exchange agreement with the University of Alicante, Spain. The agreement will fill the international education gap for law majors at Shenyang Normal University. There are regularly upwards of five or six faculty members that are invited to give lectures at international conferences.

 

VII.  Law School at a Glance

·         April 1996, the Department of Law was the first to be authorized to confer masters degrees in Civil and Commercial Law in Liaoning Province.

·         2007, the Discipline of Civil and Commercial Law was approved by the Liaoning Provincial Party Committee Publicity Department as a key discipline of Philosophy and Social Sciences, and was authorized to confer master of laws degrees.

·         March 2008, the discipline of Civil and Commercial Law was approved by the Liaoning Province Education Department of as a key discipline.

·         2010, the school was authorized to confer the first-level discipline of Master of Law. In the same year, it was approved as one of the first pilot institutions of comprehensive reform for a Master of Laws program in China.

·         2012, Outstanding Legal Talents Education Research and Practice Base was approved as a key research base in Liaoning Province Education Science Planning. The school was approved by the Ministry of Education as one of the first examples of the Practical and Versatile Outstanding Legal Talents Education and Training Base.

·         2013, the provincial key undergraduate construction speciality was approved. The Law Practice Education Base, jointly built with the Peoples Procuratorate of Liaoning Province, was approved as the National Off-Campus Practice Education Base for College Students.

·         November 2015, the law major was approved by Liaoning Province to carry out the transformation to application-oriented major pilot program.

·         2018, the first professional degree evaluation was carried out by the Ministry of Education. The discipline of law was evaluated as C-level, and the Master of Law degree was evaluated as B-level, ranking second in Liaoning Province.

·         2019, the school ranked the 39th in the China Law Discipline Ranking conducted by the Shanghai Ranking Consultancy. The law major was selected as one of the first national first-class construction specialities for undergraduate education.

·         6315 graduates since establishment the establishment of the School of Law.

·         One Expert granted with the Special State Council Allowance

·         One National First-Class Speciality awarded.
